山塘街始建于唐代寶歷年間，公元820xx年白居易奉命到蘇州任刺史。上任不久，他坐了轎子到虎丘去，看 到附近的河道淤塞，水路不通，回衙后，立即找來有關官吏商量，決定在虎丘山環山開河筑路，并著手開鑿一條山塘河。它東起閶門渡僧橋附近，西至虎丘望山橋，長約7里，故俗稱“七里山塘到虎丘”。這條河在閶門與運河相接。在河塘旁筑堤，即山塘街。山塘河的開鑿和山塘街的修建，大大便利了灌溉和交通，這一帶成了熱鬧繁華的市井。蘇州百姓非常感激白居易，他離任后，百姓即把山塘街稱之為白公堤，還修建了白公祠，以作紀念。
