紀念堂由我國著名建筑專家梁思成先生設計，他接受任務后專程赴日，參觀奈良唐招提寺和日本其他一些古建筑，回國后，又對我唐代廟宇建造風格進行研究，精心設計這座紀念堂，體現了1963年中日兩國商定的精神：不僅從意義上，而且建筑物本身也要成為中日友好的象征。紀念堂分為兩組，一組為四松堂構成的清式四合院，南為紀念館，北為門廳，由游廊周接，天井內有四棵古松，廊懸云板、木魚，精舍巧建，清幽雅潔。另一組為仿唐式四合院，由紀念碑亭、紀念堂，再由超手游廊將兩建筑周接，園內植佳蘭芳卉，其中櫻花為1980年鑒真大師像回故里探親時，日本奈良唐招提寺森本孝順長老所贈。這兩組紀念堂一為清式，一為唐式，分之為二，但同處一條中軸線上，又合之為一。
